For the USACE Kansas City District, Ms. Robinson conducted OSHA and Environmental Compliance Assessment Program inspections for Federal Aviation Administration (FAA) Central Region offices, air traffic control towers (ATCTs), and navigation facilities in Iowa, Nebraska, and Kansas. She was responsible for the multimedia safety and health inspections, with special emphasis on OSHA program management; record keeping and reporting; emergency preparedness and fire protection; egress; electrical safety and lockout/tagout programs; radiation safety; air contaminants; fall protection; and asbestos, noise, and lead control programs. She was subsequently tasked to evaluate all FAA-controlled ATCTs in Kansas, Missouri, Nebraska, and Iowa for compliance with life safety/egress requirements and developed corrective action plans as needed for identified deficiencies.
Waste Management Audit, Semiconductor Facility, Northern California. For IBM Corporation, she provided regulatory assistance to support a comprehensive waste management audit.
NPDES and Monitoring Laboratory Audit, Oil Production Facilities, Southern California. As an independent contractor for Uribe & Associates, Ms. Robinson conducted National Pollutant Discharge Elimination System (NPDES) permit compliance audits for a Shell Western Exploration and Production, Inc., (SWEPI) onshore production unit discharging to state waters, as well as for four offshore oil production platforms located in federal waters off the southern California coast. She completed discharge permit compliance audits and evaluations of the impacts of changes in pretreatment regulations for several produced water collection tank systems and surface impoundments discharging to publicly owned treatment works in southern California. She also provided an audit of SWEPI’s in-house testing laboratory used for compliance monitoring and reviewed Spill Prevention Control and Countermeasure plans for adequacy.

From March 1990 through September 1991, as a member of E & E’s San Francisco staff, Ms. Robinson provided coordination for regulatory affairs for the San Francisco, Los Angeles, and Fresno offices. In addition to her technical and project management duties, she provided guidance to ensure that E & E projects were in compliance with regulatory requirements. She tracked proposed statutory and regulatory changes, including California waste minimization and stormwater discharge requirements; and interacted in the California regulatory process through active participation in agency workshops and public meetings and provision of written comments regarding regulatory packages.
Standards and Policy Development. In 1991, Ms. Robinson was one of several environmental professionals who served on the Safety and Health Steering Committee of the California Manufacturers’ Association (CMA). She represented CMA on the Health and Safety Advisory Committee of the Standards Board of the California Occupational Safety and Health Administration (Cal-OSHA) and was a technical contributor to the joint industry/legislative work group developing regulations that were ultimately incorporated into OSHA’s process safety standard.
