Key Elements: Sustainable environmental program development. Comprehensive environmental regulatory compliance and Best Management Practices (BMPs) for overall program management, performance monitoring and reporting; protection of air, water, cultural resources, and wildlife habitat; green procurement, identification and evaluation of alternative materials, inventory controls, waste minimization and recycling, hazardous materials management, and OSHA Hazard Communication requirements; integrated pest management; hazardous waste management (including universal wastes),spill prevention and cleanup, and prevention of noise and light pollution.
EIS/EIR, Public Safety, Liquefied Natural Gas (LNG) Deepwater Port, Ventura County, California. Ms. Robinson evaluated public safety and fire protection issues to support E & E’s preparation of the joint federal/state environmental impact statement/environmental impact report (EIS/EIR) for the U.S. Coast Guard and the California State Lands Commission. Public safety for the offshore LNG carriers and proposed storage facility, as well as for the subsea and onshore pipelines, was a particularly critical issue for the proposed project. In addition to working closely with subcontractors and federal and state agencies reviewing accidental release modeling and crafting the EIS/EIR public safety text in terms that could be readily understood by members of the public, Ms. Robinson also provided support at public meetings and open houses to answer questions from the public and local officials.

(RMI) is a NPS concessionaire providing mountaineering and guiding services at Mount Rainier National Park and Denali National Park and Preserve. Ms. Robinson updated the safety and loss control plan, and was the principal author of the Integrated Environmental Management Plan (IEMP). She ensured that these plans clearly illustrated RMI’s commitment to NPS goals and “Leave No Trace” principles for alpine mountaineering.

For Fort Sumter Tours, Inc., another NPS concessionaire, Ms. Robinson was the principal author of the IEMP and safety and loss control plan for client operations, which included tours of the harbor and transportation to the man-made island comprising part of Fort Sumter National Monument. She also drafted environmental and safety program sections in response to NPS prospectus questions.

For Crater Lake Company, a National Park Service (NPS) concessionaire, Ms. Robinson developed an IEMP to reflect NPS requirements, guidance, and expectations for greening operations within national parks. Within Crater Lake National Park, the client operated the historic lodge, gift shops, and restaurants on the crater rim; boat tours on the lake; and the motel, service station, store, and campground near the park’s south entrance. Ms. Robinson also reviewed and recommended updates for the company’s safety and loss control plan and drafted environmental and safety program sections in response to NPS rebid prospectus questions.

Ms. Robinson provided senior review and guidance for development of the IEMP and evaluated the risk management plan (an adjunct plan to the IEMP) for Blue & Gold Fleet, an NPS Golden Gate National Recreation Area (GGNRA) concessionaire that provides ferry services from downtown San Francisco to the island prison on Alcatraz.
FAA Headquarters and Alaska Region, Environmental Program Development and Training. From 1991 through 1997, Ms. Robinson provided support to the FAA:
- She played a key role in developing the FAA’s national and Alaskan Region environmental and safety program compliance directives (1050 Series) in the early 1990s. She was an active participant in facilitated strategic planning sessions held to define compliance program parameters and was one of the principal authors of the draft directives.
- For the Alaska Region, she was also responsible for developing the regional comprehensive environmental compliance field handbook, designed to be used as a tool for operations staff. Ms. Robinson also regularly updated the field handbook to reflect new regulatory requirements and changes in FAA operating practices.
- In addition, she developed an eight-hour introductory course for handling hazardous materials and hazardous waste in the Alaskan Region and presented the training to over 150 FAA mechanics, electronics technicians, and regional staff members throughout Alaska and at FAA headquarters in Washington, DC.
